7/19/19 Update on 
Neighborhood Development: Pre-Application for Assisted Living Facility on Newell

The County has received a “Pre-Application Review” request to "determine the feasibility of redeveloping two single-family residential lots: 1680 and 1690 Newell Ave, into a 72-80 bed assisted living facility” (includes memory care). The PCA Board remains neutral on development projects, but uses its communication channels to help the neighborhood stay informed and acts as a liaison to help facilitate discussions. 

The pre-application is provided below. A few key details: The two story, 57,000 square foot building would include 48 assisted living suites and 24 memory care suites. The proposal included a parking lot of 30 parking spaces and a staff of 40 employees.

The PCA Board has been asked for comment on the pre-application, which is conceptual and not yet formalized. We will be providing comments to request transparent communication if and when a formal application is submitted. This will include a request for a prominent sign to be posted on the properties, and  direct communication with the PCA Board so that we can help get information out to the neighborhood. 

If a formal application is submitted, the document will include detailed plans and there will be multiple opportunities for public comments. The Parkmead Community Association Board will communicate updates via Nextdoor, email, and this website. We plan to host an informational meeting (date and location TBD) about this proposal to gather neighborhood feedback. 

Welcome to the website for the Parkmead Community Association (PCA)!  

The PCA helps promote the peace, health, quality of life, 
safety, and environment of the Parkmead area. 
We encourage and sponsor neighborhood activities and events, and we communicate the interests of the membership to city and county governmental bodies.

The PCA is a voluntary membership organization with an elected board of directors. 

The Parkmead neighborhood is on the south side of Walnut Creek, near the Kaiser Permanente Medical Center off South Main Street and California Boulevard.  The neighborhood includes all the houses that can be reached via Lilac Drive and Newell Avenue.

There are some 620 homes in our neighborhood along with the Parkmead Elementary School, Tice Creek School (K-8), the Hillside Covenant Church and the Chabad of Contra Costa, while Las Lomas High School is just across from us on South Main Street. Las Trampas Creek and Tice Valley Creek both run through our neighborhood.

We are in walking distance of downtown Walnut Creek with about one-third of the homes within the city boundary.
Most of the homes are single-story ranch houses that were built after World War II and in the 1950s.
